As an aside I’d like to point out that your data for broadband coverage on tribal lands uses an apples-to-oranges comparison: 37% of people who live on reservations have access to 25/3 while 92% of people who live in urban areas have that higher speed. It would be more illuminating to compare the data from rural, non-tribal lands with tribal lands. It’s a cost issue. BTW, I live on a reservation and don’t have those speeds.
